General Impact Report (december 2025)

How do political decisions shape the lives of millions of animals? This impact report shows how CAP and its 24 partner NGOs have worked since 2016 to make animal protection a recognized political issue in France. Guided by a clear theory of change, our core objective is to reduce animal suffering and the number of animals killed by turning ideas into laws and embedding animal protection across public policy. From banning wild animal shows and fur farming, to vegetarian meals in schools and budgetary measures directing public funds toward animal protection, our work spans multiple issues, breaking down silos and building bridges between agricultural, ecological and budgetary policies. This approach engages lawmakers from diverse political backgrounds, shifts social and cultural perceptions, and contributes to establishing a new balance of political power with agribusiness lobbies. By making CAP’s strategy, challenges and results transparent, this report invites readers to understand and join the collective work required to turn political action into real progress for animal lives in France, while influencing policies across Europe.

Annual activity reports

Each year in July, CAP publishes its annual activity report, highlighting the major actions of the year and providing insights into the political context, as well as the risks and opportunities identified for animals.

Year 8 Activity Report (July 2025)

This eighth year of CAP’s political advocacy broke new ground, challenging long-standing taboos with an unprecedented debate on bullfighting in the Senate. In partnership with Seastemik, we submitted a bill to curb the development of salmon factory farms, a first in France, demonstrating the potential to rally support across the political spectrum on this emerging issue. CAP also strengthened the budgetary influence of its NGO partners, submitting 43 amendments to the Finance Bill on hunting, captivity, farming, and animal experimentation to shape the budgetary debate. At the same time, we launched a collective mobilization campaign to ensure enforcement of the captivity law and organized a political event aimed at reducing animal experimentation and promoting a transition to animal-free research. This year was also marked by active opposition to new threats, such as the Duplomb “factory farming” bill and gag amendments.

Year 7 Activity Report (July 2024)

CAP’s seventh year of political advocacy took place in a fragmented parliamentary context following the dissolution of the National Assembly. This year saw a first budgetary victory with the adoption of an amendment to the Finance Bill, allocating €3 million to the sterilization of stray cats. CAP and its partner NGOs also succeeded in getting a bill on trophy hunting placed on the agenda, securing the adoption of an amendment to combat zoopornography, and submitting 47 amendments to the Agricultural Policy Orientation Bill to influence discussions on farming and food. CAP organized an unprecedented event in Paris, bringing together 53 NGOs from 11 European countries to strengthen transnational cooperation. During the European elections, CAP united 29 NGOs and successfully engaged 51% of new French Members of the European Parliament on 10 key animal protection action points.
